Gas taxes and late paperboys
On Friday, my copy of the Des Moines Register was late. Not wanting to be without (I like to read it while I eat), I ran out to pick up another one. And I'm glad I did.

An article entitled "Rising hybrid sales fuel U of I mileage-tax study" discusses the concerns of state officials over the possibility of declining gasoline-tax revenue due to sales of fuel efficient hybrid cars, such as the Toyota Prius.
"The popularity of hybrid automobiles will drive a University of Iowa study designed to find out whether motorists should be taxed on the miles they drive rather than the fuel they burn. A monthly mileage levy would replace the gasoline tax that Americans pay at the pump and local governments rely upon to pay for road repairs and construction.

Mileage information would be recorded on a special data card by a dashboard computer. Drivers would have the card scanned at convenience stores or other locations to compute the tax. The tax bill would come in the mail, Forkenbrock said."
